I think what you have is no one really knows what to do about this. If they crack down on the students then they look like party poopers. If they do nothing then they look like bums. The goal is to find something that is encouraged on campus and reminded to the students all the time. Times have changed and maybe the presidents think that alcohol on campus is the same as they remember.
